Introduction

The Maryland Institute for Emergency Medical Services Systems (MIEMSS) oversees and coordinates all components of the statewide Emergency Medical Services (EMS) system; provides leadership and medical direction; conducts, approves and/or supports EMS educational program; operates and maintains a statewide communications system; designates trauma and specialty centers; licenses and regulates commercial ambulance services; and participates in EMS-related public education and prevention programs.

The main purpose of this position is to manage and direct the administrative and fiscal operations of MIEMSS.

This is a management service position and serves at the pleasure of the appointing authority.

Main Purpose of Job

The main purpose of this position is to manage and direct the administrative and fiscal operations of MIEMSS.

POSITION DUTIES

  • Plans, organizes and manages the work of MIEMSS Administration professionals

  • Prepares, presents and defends the annual operating budget

  • Analyzes annual operating expenditures and revenues

  • Supervises staff responsible for procurement, accounting, accounts payable, grants management, timekeeping, building maintenance, inventory control and fleet management

  • Ensures compliance with recommendations made by legislative auditors and other control agency audits

  • Develops, evaluates and implements policies and procedures

  • Serves as primary liaison with personnel staff at Department of Budget & Management for all MIEMSS personnel matters

  • Support the financial analyses needs of the State EMS Board

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours of auditing

Experience: Seven years performing governmental accounting, budgeting, grants management or financial and compliance audits; at least three years of the required experience must have involved the supervision of accountants or fiscal staff


DESIRED OR PREFERRED QUALIFICATIONS

  • Work experience with State of Maryland Financial Information System (FMIS)

  • Work experience developing budgets in State of Maryland Budget Analysis and Reporting System (BARS)

  • Knowledge of and/or work experience with State of Maryland procurement regulations

  • Knowledge of and/or work experience with State of Maryland personnel regulations

  • Work experience with grant accounting

  • Work experience with State of Maryland and equipment inventory responsibilities

  • Work experience responding to/implementing corrective actions in response to compliance audit findings
