Introduction
The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

POSITION DUTIES
To ensure compliance with State procurement laws and regulations while obtaining the services required by the Agency to fulfill its mission in regard to both Lottery and Gaming operations. The Director manages the Agency’s:
• Procurement process for services over $50,000;
• Small procurement process for commodities and services under $50,000, to include use of the purchasing card program; and
• Minority Business Enterprise (“MBE”), Small Business Reserve (“SBR”), and Veterans Small Business Enterprise (VSBE”) programs
Duties for this position include but are not limited to:
• Plan and conduct procurements for services over $50,000 required by the Agency;
• Lead efforts involving Request for Proposals for major procurements;
• Process contract approvals;
• Monitor contract administration;
• Process electronic procurement documents in the eMM;
• Issue contract compliance actions as necessary due to performance issues;
• Organize and maintain procurement records/files including separate files for each
procurement in accordance with State law and regulations;
•Supervise all small procurements conducted by Agency Buyers using eMM for all projects
within the Agency’s delegation of authority (presently, up to $50,000 for commodities
delegated and services.)
MINIMUM QUALIFICATIONS
Experience: Eight years of total experience: four years of experience in contract
management or procurement involving duties such as soliciting, evaluating, negotiating
and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions; and an additional four years of experience in professional or
paraprofessional contract management or procurement.
DESIRED OR PREFERRED QUALIFICATIONS
•Experience working within the State of Maryland procurement process and familiarity with
procurement laws.
•Experience writing RFPs for large technical procurements, some totaling over $100
million: and leading evaluation. committees, including members of senior management.
•Experience dealing with Department of General Services / Department of Information
Technology / Board of Public Works.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a
motor vehicle. Employees assigned such duties will be required to possess a motor vehicle
operator's license valid in the State of Maryland.
