Main Purpose of Job

The Chief Information Officer develops, implements, and leads the agency's Information Technology (IT) strategy and operations, including IT security.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

  • Plan, implement, and maintain agency IT systems operations.

  • Manage agency IT staff, including IT personnel recruiting.

  • Develop department plans, strategies, and processes to support agency's strategic goals and needs, ensuring reliability of key systems.

  • Develop and oversee the agency's IT budget.

  • Develop and implement agency IT policies, procedures and best practices and sustain their use throughout the agency.

  • Ensure compliance with applicable government regulations applicable to systems operations.

  • Evaluate and incorporate appropriate emerging technologies into agency operations.

  • Oversee agency relationships with IT vendors, contractors and service providers. 

  • Provide expertise in determining user IT requirements and assist in coordinating agency's software development needs.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited university in computer science, information technology, or related field.

Experience: Five years of experience working with information management systems with three additional years of experience in a senior leadership role.

Notes:
1) Candidates may substitute general experience in a position that includes primary responsibility for IT network management on a year-for-year basis for the required education.
2) Candidate may substitute the possession of a Master's degree or Doctorate degree in administration, management information systems or computer information technology for up to one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience leading operations with a focus on:

  • Enterprise IT operations, information security practices, cloud computing, IT troubleshooting;

  • Use of data visualization tools and platforms;

  • Project Management;

  • Collaboration with vendors providing software as a service;

Experience managing large, complex projects.

Experience with emergency medical services (EMS) in Maryland.

Proficiency in Microsoft Office Suite.
