Introduction

The Maryland Department of Commerce is seeking qualified applicants for a Program Manager, Childcare within its Division of Business and Industry Sector Development’s Office of Finance Programs (OFP).

This is a management service position, which serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position reports to the Senior Director of the Office of Finance Programs and is primarily responsible for overseeing the planning and administration of the Child Care Capital Support Revolving Loan Fund (RLF). 

POSITION DUTIES

This is a newly established program that serves as a statewide cost-effective financing tool for childcare providers seeking to modernize or expand so parents are positioned to participate in the workforce.  Position will supervise a professional staff; provide strategic direction; be responsible for the establishment of overall program policies, goals and procedures; evaluation of the program effectiveness; and design and implementation of standards and controls to meet the program objectives. Duties include: ensuring effective program delivery; representing the agency before federal, State and local officials, legislative committees, senior managers, and executives of other agencies; working closely with the Maryland State Department of Education, program applicants, and county economic development offices. Incumbent will perform similar duties in the administration of the Cannabis Business Assistance Fund (created by HB837).  Some Statewide travel will be required.

Selected candidate must possess working knowledge in: budget, finance, government finance procedures and standards; accounting principles and practices; business administration and management practices. In-depth knowledge and skill analyzing and interpreting financial statements, budget projections, business, and loan documentation. Proven ability in determining compliance with or deviations from the provisions of statutes or contracts; and in preparing and presenting accurate and concise budget/finance reports. Possession of excellent interpersonal skills to maintain effective working relationship with departmental administrators, local businesses, high level public and private sector officials, excellent project management, written, oral communication and budgetary and accounting skills. Project management skills required. Proficient in the use of Google Workspace, Microsoft Word, Excel, Access, Internet, other relevant software. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree in Accounting, Business Administration, Finance, Economics, Public Administration or a related field from an accredited college or university

AND

Experience:

Six (6) years of progressively responsible experience in accounting and financial budget preparation or business lending and collections.

Equivalent combination of education and experience in a closely related field may be considered.

Notes:

1. A related Master's degree will substitute for one year of general experience.

2. A related Doctorate degree will substitute for two years of general experience.

3. Additional related experience will substitute year-for-year for the required education. 

SELECTIVE QUALIFICATIONS

Selective Qualifications: 
Five (5) years of total experience must also include demonstrated knowledge and experience with economic business development issues.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Please ensure that you include clear and specific information on your application regarding your qualifications.

1) Small business lending, documentation, and settlement experience

2) Possession of MBA

3) Advanced experience with the Maryland State Government financial systems, budgeting and procedures, and familiarity with Legislative process as it pertains to policies and regulations that affect subject matters

4) Three years supervisory experience

5) CPA

6) Loan portfolio management experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
