Main Purpose of Job

The main purpose of this position is to administer specific scientific and policy operations of the Power Plant Assessment Division as delegated by the Director. This position performs other duties that are assigned to complete all tasks associated with this job’s functions.

POSITION DUTIES

The Department of Natural Resources, Power Plant Assessment Program located in Annapolis, Maryland, is currently accepting applications for a Deputy Director. Primary duties of this position are to administer specific scientific and policy operations of the Power Plant Assessment Division as delegated by the Director. This position will be administratively responsible for managing several multimillion dollar contracts, financial management of the program, and assisting in budget preparation.  The position will also manage specific power plant reviews with the state regulatory framework of the public service commission, supervision of technical integrator staff, review of complex integrated environmental reviews, and management of complex technical evaluations, all with the purpose of achieving a balance between providing adequate electricity at reasonable cost while protecting Maryland’s natural resources. This position will also serve as the lead for the Department of Natural Resources and Power Plant Assessment Program in responding to legislation impacting energy planning and electrical generation in the State.   The applicant will work at a senior level in corresponding and collaborating with other state agencies, the public, and the state legislature.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited college or university in environmental or physical sciences or electrical engineering degree.

 

Experience: Twelve years of experience in administrative or professional environmental science work, five years must have involved experience as a project leader or managing environmental or scientific projects or programs.

 

Notes:

1. Candidates may substitute the possession of a Master’s degree in environmental or physical sciences or electrical engineering from an accredited college or university for two years of the required general administrative or professional environmental science experience.

2. Candidates may substitute the possession of a registration as a Licensed Professional Engineer (general) from the Maryland State Board for Professional Engineers for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Environmental Specialist classifications or Environmental Science and Engineering specialty codes in the Environmental or Physical Sciences field of work.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in multi-disciplinary projects and project staff.

Experience in contract management.

Experience in communication of complex legal and technical concepts to various audiences.

Experience working with other State agencies and legislative hearings.

LIMITATIONS ON SELECTION

Limited to current Department of Natural Resources employees.
