Main Purpose of Job

The main purpose of this full-time position will be responsible for the management of capital planning, budgeting, design, and construction for the Department of Health (MDH). This position will be responsible for managing the development of project programming for bond funded capital construction projects, oversight of the MDH Capital Improvement Planning (CIP) budget process, development of scoping documents to retain consultants for project programming, management of consultants, management of design process for capital construction projects on behalf of MDH, owner representation of construction contracts administered by the Department of General Services on behalf of MDH, and the implementation of special initiatives as assigned to support the operations of the Department.

This position will be the MDH lead liaison to the Department of General Services (DGS) Office of Design, Construction, Energy for all MDH capital construction initiatives. This position will be the lead liaison to the Department of Budget and Management Capital Budgeting Office for the development of the Department’s Capital Improvement Program. Incumbent is the lead liaison to the DGS Office of Real Estate for MDH real property transactions in support of the implementation of the MDH 2041 Facilities Master Plan. Incumbent is responsible for oversight of bond funded capital improvement projects and cost accounting for Agency capital initiatives. Responsibilities include management and direction of oversight of staff providing planning, design, and construction oversight functions; management of MDH OFMD technical staff, and oversight of the other initiatives as assigned.  The position is responsible for promoting interagency coordination for the successful completion of projects.

This position is eligible for telework.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and 4 years of professional services experience, including 2 years of supervisory or managerial experience.

Candidates must also possess:
  • Experience with real property processes.  This can include experience in lease management, right of entry agreements, and the transfer of real property.  This can also include management of tenant services, and tenant fit-out management.   
  • Three years demonstrated experience effectively managing multiple large scale projects simultaneously (including management of staff and fiscal management) with competing demands and limited oversight.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess:

  • Professional Degree in Architecture or Engineering.
  • Experience working as a licensed Registered Architect or Registered PE is a preferred qualification with experience managing large complex building projects.
  • LEED Accredited Professional or Building Energy Performance professional certification.
  • Ability to manage multiple competing demands and the ability to work with limited managerial supervision.
  • Experience developing/managing the development of building programs.
  • Experience developing/implementing strategic master plans.
  • Knowledge of DGS Procurement Process for retaining consultants and management of AE firms for the development of Capital Building Projects.
  • Knowledge of DGS Professional Services Procedures and DGS Procurement Processes for Construction Services and construction administration.
  • Experience developing capital budgets/project budgets/experience with Department of Budget and Management Capital Budgeting Information System (CBIS).
  • Experience managing consultants, including the management of healthcare planners, architects, MEPS engineers, building performance designers.
