Main Purpose of Job

The Lead Maintenance Assessor will support the IAC in the effort to facilitate best practices and fiscal sustainability in the maintenance of school facilities statewide. The focus of the position is on the assessment of facilities maintenance to determine any variation from standards and to advise school districts on ways to improve facilities’ function and affordability through good maintenance practices. To that end, the Lead Maintenance Assessor will develop, promote and propagate best practices among Local Education Agencies (LEA5) statewide. This Management Service position serves at the pleasure of the Executive Director of the Interagency Commission on School Construction.

POSITION DUTIES

This position is primarily responsible for supporting the Assessment and Maintenance Group of the IAC. The position oversees all draft maintenance assessment reports that evaluate the LEAs’ maintenance processes, structures, and practices. In addition to supporting assessment efforts of the maintenance unit, this position is also responsible for assisting the Assessment and Maintenance Group Manager with review and distribution of assessment reports, high-level group strategy, and creation and distribution of maintenance best practices to support LEAs. The position has ongoing responsibilities as follows: Reviews Preliminary Maintenance-Effectiveness Assessment (MEA) Reports produced by other Assessors; Maintains Best Practices and Technical Assistance; Reviews and comments on LEAs’ Comprehensive Maintenance Plans and Preventive Maintenance Schedules; Proposes best practices and materials for lowest total cost of facilities ownership; Supports LEA use of Computerized Maintenance Management Systems; Conducts onsite assessments of LEA facilities to determine the levels of maintenance; Assists in preparing an annual report on the results of the maintenance assessments; Completes other duties or other special projects as directed by the Executive Director, Deputy Director, or Facilities Maintenance Group Manager. 

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor’s Degree from an accredited college or university in a technical, scientific, or engineering discipline such as Architecture, Engineering, Construction Project Management, or a related field. 

EXPERIENCE: Two years of experience as a Facilities Manager, Construction Project Manager, Engineer, or comparable qualified professional whose work has involved the following: design, construction, operations, repair, and maintenance of buildings or system services; experience in team management and leadership; and the use of computer or web-based facility management systems such as Computerized Maintenance Management Software (CMMS) or Enterprise Asset Management (EAM software). 

NOTES

1. Two years of additional experience as defined above may be substituted for the Bachelor’s. 

2. Additional experience in professional engineering or a related technical field may be substituted on a year-for-year basis for the required education. 

3. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience. U.S. Armed forces military service experience as defined under the Preferred Qualifications may be substituted for the required education and experience on a year-for-year basis

  • Experience in building system, Local, State & National codes;
  • Software skills in Project Management (Microsoft Word & Excel, Microsoft project) 
  • Experience and Proficiency in drawing review & construction technology/management; (CAD, AutoCAD, BIM)

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible (employment) list for at least one year. For education obtained outside of the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation will be required prior to hire. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
