Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Program Manager II. This position is the executive director of the Boards of Barbers and the Boards of Cosmetologists. 

This is a Management Services position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The executive director of the Board of Barbers and the Board of Cosmetologists is responsible for the unit that oversees the qualification, examination, licensing and regulation of approximately 60,000 licensees in multiple categories, as well as enforcement action against unlicensed practitioners and licensees who violate state law. Licensing and regulation is accomplished in concert with the boards compromised of twelve members total.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Supervise a staff of 13 employees when fully staffed and manages an annual budget in excess of $1,000,00. Oversee the daily operation of the activities and related services of the boards. Provides direction for timely and effective processing of license applications, license denial, and reinstatements to ensure that only persons who meet the legal requirements are licensed. Refers questionable applications to the commissioner, legal counsel, and respective boards for guidance. 
  • Directs the preparation of agendas, minutes and related materials for distribution for each meeting. Conducts and coordinates all work assignments provided by the boards. Informs the board of current issues and special interest subjects. Organizes and conducts educational seminars for the boards as established by their respective laws. Coordinates action items arising from board meetings with agency staff, the attorney general's office and other Department of Labor staff to ensure timely completion.

MINIMUM QUALIFICATIONS

Experience: Three years of Managerial/Supervisory experience

DESIRED OR PREFERRED QUALIFICATIONS

Experience in Barbers and Cosmetology industry 

Experience resolving complaints from customers 

Experience leading a board meeting

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
