Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of Program Manager II. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The purpose of this position is to assist in executing the mission of the Maryland Department of Labor and achieving the agency's goals.

POSITION DUTIES

Facilitating E-Learning and Classroom Training on new system functionalities available through BEACON; Participating in the creation, development, and implementation of DUI University, a comprehensive training program for the Division, ensuring staff is trained in the most current best practices within the field utilizing the most advanced curricula available to State Governments; Developing training needs for new programs, or special projects; Coordinating with Technical team in providing the access to new systems, applications and system development programs for teaching and learning any new systems, applications or programs. Providing, through the DUI University Forum, ongoing training for current employees to improve their DUI knowledge base and overall job skills. This includes, but is not limited to, time management, customer services and other areas related to specific DUI BEACON functions; Training new supervisors, through the DUI University Forum, to improve their interpersonal skills in order to deal effectively with employees under their supervision.

Assisting managers and supervisors within units of DUI to develop training plans for underperforming employees as part of the Performance Improvement Plan (PIP) process; Ensuring all trainings are conducted in accordance with federal and state law, and LABOR-DUI Policies and Procedures. Drives creation of training materials and constant updates of key documents including but not limited to production protocols, operating guidelines, training materials, update presentations to stakeholders, etc. Leads efforts to create and deliver creative, scalable and sustainable training programs and regular updates to a variety of stakeholders and audiences of all levels. Partners regularly with the Managers and Supervisors in regards to the production of the most updated training materials and documentation.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education: Bachelor's degree from an accredited college or university equivalent education.

Experience: Minimum of 5 years experience in training and writing curriculum. Must have 5 years supervisory experience.

5+ years of training and / or curriculum writing experience.

DESIRED OR PREFERRED QUALIFICATIONS

-Proficient in Microsoft Suite and Sharepoint

-Ability to work independently

- Customer service experience

- Experience with public speaking

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
