Main Purpose of Job

The Facilities Assessor will support the IAC in the effort to assess the facility condition and educational sufficiency of each PK-12 public school in Maryland. The focus of the position is on the assessment of facilities to determine any variation from standards. To that end, the Facilities Assessor will contribute as part of a team of facilities assessors that evaluate the facility condition and educational sufficiency of approximately 350 public PK-12 school facilities annually.

POSITION DUTIES

Conducts facility assessments to determine facility condition and educational sufficiency. These are on-site assessments located in every county of the state and so require travel by car on a frequent basis, including occasional overnight stays. Reviews and reports on various building categories and systems, including structures, foundations, roofs, mechanical systems, anticipated life cycles and perceived variances. Records findings onsite through neat and orderly documentation and by photographing items and areas that show the condition of the site, interior, and exterior of the facility, including school approaches, playgrounds or playfields, and relocatable and modular classrooms. Documents assessments performed and reports progress in designated information systems. Assists in preparing an annual report on the results of the maintenance assessments, including descriptions of facility characteristics and issues for each LEA, as well as the procedures and methods of evaluation used. Researches industry standards and creates informational material and comparative metrics. Provides training on various maintenance topics to LEAs. Completes other duties or special projects as directed by the Executive Director, Deputy Director, or Facilities Maintenance Group Manager.


MINIMUM QUALIFICATIONS

EDUCATION: An associate’s degree from an accredited college or university in a technical, specific, or engineering discipline such as architecture, engineering, construction project management, or a related field. 

EXPERIENCE: Two years of experience assessing school facilities or as a Facilities Manager, Construction Project Manager, Engineer, or comparable qualified professional whose work has involved the following: design, construction, operations, repair, and maintenance of buildings or system services; experience in team management and leadership; and the use of computer or web-based facility management systems such as Computerized Maintenance Management Software (CMMS) or Enterprise Asset Management (EAM software). 

NOTES:    
1. Two years of additional experience as defined above may be substituted for the Associate’s degree. U.S. Armed Forces military service experience as defined under the Preferred Qualifications may be substituted for the required education and experience on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualification. 

  • Experience assessing building systems and familiarity with the life cycles of typical building systems 
  • Experience with building system local, State, and National codes

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible (employment) list for at least one year. For education obtained outside of the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation will be required prior to hire. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies. The assessment may consist of a rating of your education, training, and experience related to the requirements of the position.
