This is a Management Service position that serves at the pleasure of the Appointing Authority. This is a position specific recruitment for the Maryland Department of Natural Resources, Office of the Secretary.  The resulting eligible list will be used to fill this position only.

LOCATION OF POSITION

Tawes State Office Building, 580 Taylor Avenue, Annapolis, Maryland (Anne Arundel County). Option for telework and flexible work locations.

Main Purpose of Job

This position serves as the Fair Practices Officer for the Department of Natural Resources and reports directly to the Deputy Secretary. The position manages, directs and administers the Equal Opportunity programs for DNR with responsibilities toward Title VI and Title VII issues. The incumbent of this position must exhibit a high level of discretion and integrity due to a degree of confidentiality and extremely sensitive nature of matters handled by this specific section. Particularly, this position monitors compliance with equal opportunity laws, regulations, codes and policies; investigates and mediates complaints of discrimination, harassment, retaliation, and unfair practices; provides assistance, consultation, and training to employees, supervisors and commander/directors to address workplace conflicts, employee grievances, minority business enterprise goals and other occupational and personal problems that may be adversely affecting the employee's work environment or job performance.

The Director of the Fair Practices Office directs, coordinates, administers and manages all programs in the Fair Practices Section for the Maryland Department of Natural Resources to ensure rules, regulations and procedures pertaining to the Federal Code of Fair Labor Standards, Title VI and VII, and the State's Code of Fair Practices are followed by employees and directors and enforced. Oversees all departmental activities in explaining and interpreting departmental fair practices policies, rules, and procedures, State regulations for affirmative action, equal opportunity, sexual harassment, employee assistance, and Americans with Disabilities Act compliance to departmental employees. This also involves exercising informed, politically astute, and highly professional judgement in providing advice and written commentary to the Deputy Secretary on legally and politically sensitive issues related to discrimination, harassment, and hiring practices.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited, four-year college or university

Experience: Eight (8) years of recent professional experience implementing an equal employment opportunity program and ensuring adherence to fair practice standards to include administration of programs for persons with disabilities and policy implementation.
