Main Purpose of Job

This is a professional level position requiring the development, implementation, and coordination of apprenticeship initiatives for individuals with disabilities served by the Division of Rehabilitation Services (DORS), that are referred to the Workforce & Technology Center (WTC). This position provides services to individuals interested in an apprenticeship; assists them in locating opportunities in their communities, determining the steps they will need to take to obtain the apprenticeship, and assisting them in navigating through the application process and subsequent steps. This position serves as the first line of support to consumers, staff, and employers, to streamline how DORS consumers, apprenticeship sites, and employers connect.

POSITION DUTIES

Position duties include:

  • Assisting in developing and implementing Pre-Apprenticeship Exploration services at WTC.  
  • Planning, coordinating and presenting training to staff statewide regarding Youth, Pre-Apprenticeship and Registered Apprenticeship services and opportunities. 
  • Providing consultation and support services directly to DORS consumers who are exploring and/or participating in apprenticeship programs and services.
  • Providing case management and completing documentation of measurable skills gains and credentials earned by individuals referred for apprenticeship services at WTC.  
  • Serving as a resource and providing technical assistance and consultation to DORS counselors and staff on the awareness and understanding of Apprenticeship services and programs.
  • Performing marketing, outreach and presentations to targeted staff, vendors, schools, colleges, businesses and job seeker groups to increase partnerships and opportunities for expansion and utilization of apprenticeship programs and services by DORS consumers. 
  • Evaluate the Division’s Apprenticeship program effectiveness, determine program needs and recommend plans for advancing program objectives.
  • Serve on various Apprenticeship industry boards and Co-Chair the Maryland Apprenticeship Think Tank.  

MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor’s degree. 

Experience: Two years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs. Education: Possession of a Bachelor’s degree. 

Notes:
  • Additional experience as defined above directly related to the position may be substituted for the required Bachelor’s degree at the rate of one year of experience for one year of education. 
  • Possession of a Master’s degree may be substituted for one year of the required experience. 
  • The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATIONS: Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Professional experience providing leadership and program development 
  • Professional experience planning and providing training activities and presentations 
  • Experience providing job placement to diverse populations and interacting with the business community. 
  • Knowledge and experience working with Pre-Apprenticeship and/or Registered Apprenticeship programs and services.

SPECIAL REQUIREMENTS
