Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Legal Officer I. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Baltimore, Maryland.

POSITION DUTIES

This position is the entry level of UI attorney work involving specialized responsibilities in the enforcement of contributions or benefits areas of the Maryland Unemployment Insurance (UI) law. This position represents the Unemployment Insurance Administration in court proceedings to secure monies due the State with responsibility for the collection of sums from employers who are delinquent in their contributions, or for the recovery of sums from Unemployment Insurance recipients who have received improper payments. The candidate is also responsible for advocating for UI in administrative appeals hearings before the Lower Appeals and the Board of Appeals. This position also reviews and processes subpoenas and records requests received by the Agency.

The position duties including, but are not limited to: 1) litigation in court to collect unpaid unemployment insurance taxes from employers throughout the State; 2) litigation in court to collect improperly paid unemployment benefits received by individual claimants; 3) to advocate for the Agency’s position in administrative appeals hearings before the Lower Appeals and the Board of Appeals; 4) to review and process Public Information Act requests and subpoenas received by UI while adhering to confidentiality laws and regulations; 4) provide legal research, assistance, and/or advice of counsel to the Office of the Secretary on a variety of legal or tax cases, topics, and issues. This position reports directly to the Chief of Legal Services & Collections.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education: Possession of a Juris Doctor or equivalent degree from an accredited school of law.

UI Legal Officer I Experience: None.

Note:

1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Attorney classifications or General Attorney specialty codes in the Legal and Kindred field of work on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

2.) Admission or eligible for admission to the Federal Bar.

3.) Certificate of Good Standing from the Maryland Court of Appeals. 

4.) Candidates may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

5.) Copy of law school transcript; certificate of good standing from the Maryland State Court of Appeals and any other documentation evidencing membership in other bars.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.) Admission to the Maryland Bar.

2.) Admission or eligible for admission to the Federal Bar.

3.) Certificate of Good Standing from the Maryland Court of Appeals. 

4.) Candidates may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
