Introduction

This is a Management Service position that serves at the pleasure of the Appointing Authority.

The Department of Natural Resources (DNR) leads Maryland in securing a sustainable future for its environment, society, and economy by preserving, protecting, restoring, and enhancing the State’s natural resources. DNR is currently accepting applications for an Administrative Manager Senior I, Director of Aquatics Administrative Services. DNR is seeking an administrative, budget, and accounting professional to manage administrative and fiscal processes of the aquatics units within the department. This position will play a key leadership role in the efficiency and professionalism of DNR administrative, fiscal, and budgetary procedures and staff.

POSITION DUTIES

This position functions as the Director of Aquatics Administrative Services within the Aquatics Division of DNR. This is a cross-functional position that reports to the Assistant Secretary of Aquatics. The position is responsible for the management, planning, and oversight of fiscal, procurement, human resources and other administrative services within the Critical Area Commission (CAC), Research and Assessment Services (RAS), Chesapeake and Coastal Services (CCS), and Fishing and Boating Services (FABS) units of DNR.

The Director of Aquatics Administrative Services has responsibilities for the smooth functioning of accounting activities of the DNR Aquatics Division, including hands-on work as well as training and supervision of the work of others. This position requires strong organizational, administrative, communication, and supervisory skills in the financial and budgetary operations of a state organization and knowledge of governmental fund accounting and related policies and procedures. A high level of proficiency with spreadsheets and word processing is also required.

The incumbent will ensure that fiscal and budgetary staff within the Aquatics Division execute all tasks and meet all deadlines in compliance with DNR Finance and Administrative Services (FAS), the State of Maryland Comptroller, Treasurer, Office of State Procurement, and Department of Budget and Management requirements.

This position ensures that all administrative, fiscal, and budgetary deadlines established by FAS and the Human Resource Services (HRS) programs are consistently met by the Aquatics division, implementing streamlined administrative processes while ensuring all fiscal, procurement, budget, and human resources staff have adequate training and written procedures to perform their work successfully.

The incumbent will also ensure that HR Contacts perform their full duties by overseeing their functions of ensuring the recruitment and hiring of vacant positions and ongoing personnel evaluation while following all HR/DBM established guidelines. The incumbent will ensure that HR Contacts effectively communicate HRS information to all employees within the division as directed, including Benefits, Employee Relations, Payroll, and standard operations updates.

In addition, this position works to streamline the functioning of Aquatics operations by implementing administrative processes that maximize efficiency and effectiveness.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Business Administration, Accounting, Economics, Finance, Procurement, or a related field.

Experience: Eight years of experience in governmental accounting, and the coordination, preparation, and management of an annual operating and capital budget, with progressively increasing responsibilities, including four years of experience directly supervising employees engaged in financial and budgetary accounting.  

Notes:    

1. Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience to one year of education, for up to two years of the required education.    

2.  Possession of a master’s degree from an accredited college or university in Business Administration, Accounting, Economics, Finance, Procurement, or a related field may be substituted for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

• Experience in State of Maryland annual operating and capital budget preparation and management.
• Experience in State of Maryland computerized systems FMIS, RSTARS, ADPICS, BARS, Workday, and Microsoft applications.
• Experience in State of Maryland financial accounting.
• Experience in fiscal management of federal grants and administration of HR policies and procedures.
