Main Purpose of Job

The Special Fiscal Programs Administrator, in the Office of Grants Administration and Compliance, is responsible for administering and overseeing:
  1. Department unique Department programs that are fiscal in nature or otherwise led by and through the Division of Financial Planning, Operations, and Strategy; and
  2. Department efforts to apply for or otherwise source grant revenue opportunities from public and philanthropic avenues 
In addition to one-time finance-led programs like the Emergency Assistance for Nonpublic Schools Program (EANS), this position is currently responsible for three, recurring State programs that together account for more than $75 million in annual program spending:
  1. The Broadening Options and Opportunities for Students Today (BOOST) program;
  2. The Nonpublic Textbook and Technology Program; and
  3. The State-Aided Institutions (SAI) program 
The Special Fiscal Programs Administrator provides expert grant guidance and support to build the Departments capacity in pursuing and acquiring external funds from public and private sources. This involves conducting research to match MSDE needs to potential funding source, providing technical assistance, facilitating communication between internal and external constituencies in the development of grant applications; and coordinating special projects.

POSITION DUTIES

State-Aided Institutions (SAIs):
Provides leadership for state-funded State-Aided Institutions (SAI) program that supports achievement and school performance. This includes:
  • Providing leadership and coordination for planning, implementing and evaluation of the State Aided Educational Institutions program.
  • Making recommendations to Department leadership on fiscal and programmatic components of the program.
  • Leading and coordinating the annual application process and making recommendations to leadership regarding funding levels and applicant eligibility.
  • Monitoring and approving mid-year and final reports.
  • Organizing annual site visits.
  • Facilitating the annual audit process.
  • Coordinating the annual SAI budget hearings.
  • Responding to inquiries regarding the program.
  • Establishing and maintaining current, standard operating procedures for the State-Aided Institutions program.
  • Maintaining Service-Level customer service agreements and expectations with SAI programs and stakeholders.

BOOST and Nonpublic Textbook and Technology Programs:
Provides leadership and oversight of the BOOST and Nonpublic Textbook and Technology programs. This includes:
  • Establishing and maintaining current, standard operating procedures for the Programs (BOOST is a budget-bill program and, as such, does not have COMAR guidelines associated with the program. Having (and consistently applying) clear, consistent procedures and policies is essential for successful BOOST program operation and program credibility.
  • Collaborating with and maintaining an open relationship with the BOOST Board, an independent Board comprised of external stakeholders that oversees BOOST scholarship determinations.
  • Manage and lead program staff to ensure thorough program administration and excellent customer service and engagement with the BOOST community, including the Board, the Nonpublic School community, Nonpublic Textbook and Technology vendors, and the parents and families who these programs serve.
  • Ensure proper implementation of any systems related to BOOST and/or Nonpublic Textbook and Technology program implementation, including ensuring program contract management, oversight, and compliance with any vendor-related service-level agreements.

Department Grant Applications:
This position serves as primary lead and point of contact for any applications MSDE is submitting to receive funding. These include applications for federal grant programs and applications for other external, philanthropic or private grant opportunities. 

This position need not be or serve as a content expert. This position will coordinate with program staff, Assistant and Deputy-State Superintendents and Senior Leadership to bring forth high-quality grant applications from MSDE, ensure that grant application processes are consistent, ensure that grant applications are consistent, and ensure the highest likelihood of successful grant attainment.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in education or a related area from an accredited college or university.

Experience: Five years of related experience in coordinating or administering education programs or services. This experience must include one year of supervising professional education program staff.

Notes:
1. Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work in Education or a related area for two years of the required experience directly related to the position option.
2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one year of which must have been in an administrative supervisory or consultative capacity.
