POSITION DUTIES

The State Homeless Education Coordinator serves as lead technical program expert responsible for administering, managing, coordinating and evaluating federal grants and shares responsibility for providing leadership and support to the Maryland State Department of Education on the requirements of the federal law as applicable. The grants this position oversees include Title X, Education for Homeless Children and Youth Program and Title I, Part A, Educating the Disadvantaged. Leadership and support are also provided in the design and development of processes and materials to support the activities of the branch. This specialist will use knowledge and experience in federal and State regulations, MSDE’s goals and initiatives, public education, school improvement, research and practices, staff development and training related to implementing educational programs for disadvantaged children and their families.

Duties include: 
  • Provide leadership, coordination, consultation, technical assistance and management of the Education for Homeless Children, under the McKinney-Vento Act 
  • Implement and manage the Education for Homeless children program by ensuring that the State and all 24 Local Education Agencies (LEAs) are compliant 
  • Represent MSDE on workgroups, councils, task forces, committees and at conferences that address the needs of children and youth experiencing homelessness 
  • Maintain timely, efficient, and effective two-way communication with LEAs, internal and external stakeholders 
  • Receive and respond to parent concerns/complaints 
  • Secure resources or support for Homeless Education Coordinators in LEAs 
  • Provide technical assistance to LEAs for programmatic and fiscal components of Title I and Homeless Education grants 
  • Monitor and approve LEA performance plan activity 
  • Make required site visits and administer timely written feedback following a visit 
  • Maintain and keep accurate records 
  • Develop and disseminate materials related to the educational rights of homeless children under Title I 
  • Provide leadership, coordination, consultation, technical assistance and management of the Title I, Part A grants Research, compile and provide technical assistance to schools and LEAs on school improvement and comprehensive school reform 
  • Support LEAs as they develop improvement plans in Title I schools 
  • Conduct on-site Title I monitoring and program reviews 
  • Assist in planning the Title I Administrative meetings, conferences, institutes, regional training, and staff development

MINIMUM QUALIFICATIONS

Education:   A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to Title I or Education for Homeless Children. 

Notes: 
1. Candidates may substitute two additional years of experience directly related to the position option for the required education. 
2. Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience. 
3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.  The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services. 
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience managing the requirements of the Every Student Succeeds Act (ESSA)       
  • Experience implementation of the McKinney-Vento Act    
  • Experience with managing Title I or other federally funded grant programs 
  • Experience with the design and development of the process and materials to support the Education for Homeless Children and Youth and the state and federal guidelines and compliance
