Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Manager, Business and Innovation Development in the Office of Life Sciences (OLS), within the Division of Business and Industry Sector Development.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position is to support the business development, retention and attraction efforts of the Office of Life Sciences (OLS).  An additional focus is in the attraction of new companies to Maryland from out of state and outside of the U.S.

POSITION DUTIES

Primary responsibilities include: assisting Maryland life science companies and connecting them to resources and partners for continued growth;working with incubators, accelerators, and other ecosystem partners to support innovation, technology transfer, and commercialization efforts; advising companies on business plans and fundraising; assisting with location searches;  executing relevant contracts; contributing to efforts to market Maryland as a center for innovation in the life sciences and assisting with development of appropriate marketing materials.  Other functions are to develop and manage joint incentive programs with international partners as well as support and coordinate OLS international trade mission activities; coordinate these activities with other Commerce teams, including the Office of Business Development, the Office of Strategic Industries and Entrepreneurship, and the Office of International Investment and Trade. 

Travel throughout the state and limited foreign travel is required.

The selected candidate will possess strong administrative, organizational, project management, written and oral communication skills; knowledgeable of Maryland’s life sciences community and current state, federal, and private assistance programs; possess the ability to execute concurrent projects in a timely manner and have a working knowledge of grants, budgeting, and finance

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in STEM, life sciences, business, finance, marketing, or a related field.

Experience: Six (6) years of increasingly responsible experience in business or economic development, four (4) years of which involved interacting with life sciences enterprises in a business development or program management role.

Notes:

1. Candidates may substitute the possession of a Master's degree or a Doctorate degree from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in biohealth, life sciences, health care classifications or Health Service Administration specialty codes in the health care related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Describe in detail any job duties relating to the qualifications stated: .

Professional experience in working in one or more of the following: biopharma, medical technology, healthcare, bioproduction, biomanufacturing supply chain, market research, financial analysis, venture capital, budget management, and business planning.

Possession of an advanced degree in the natural sciences or business.

Proficiency with Microsoft Office, Google Suite or other relevant software.  

SPECIAL REQUIREMENTS

Some Statewide travel is required. 

Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
