The Coordinating Offices/Office of Budget & Infrastructure Financing/ ECPP is recruiting for a Regulatory and Compliance Engineer/Architect I. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

As an entry level Project Engineer, the incumbent will learn to conduct engineering reviews under close supervision of projects from inception to completion of the Department's water quality projects within a particular geographic region in Maryland. These projects involve upgrading wastewater treatment plants with enhanced nutrient removal technology, which is essential to assist Maryland in its commitments under the Chesapeake Bay 2000 Agreement. In addition, the incumbent will be assigned other water quality capital projects, including projects that involve drinking water, wastewater, stormwater, flood hazard management, and stream restoration.

This position requires the employee to inspect wastewater treatment plants, sewage pumping stations and collection systems. Work involves exposures to hazardous conditions at construction sites and wastewater treatment plants. The incumbent will be required to wear a hard hat and steel-toe shoes during construction inspections. 

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.

2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:  

·            A degree in Civil, Chemical or Environmental Engineering. 
·            Proficiency in Microsoft Office Suite;
·            Experience and/or knowledge in Civil, Chemical, or Environmental Engineering;
·            Engineering in Training (EIT) Certification.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

SELECTION PROCESS

Applicants meeting the minimum qualifications will be placed on the Eligible List categorized as BEST QUALIFIED. Candidates may remain on the certified eligible list for a period of at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
