The Water and Science Administration, Dam Safety Permits Division is recruiting for a Regulatory Compliance Engineer I. This is a position specific recruitment for the Maryland Department of the Environment (MDE).  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Regulatory Compliance Engineer I is an entry-level position that will assist the Division Chief with the implementation of a comprehensive dam safety program in Maryland. The Regulatory Compliance Engineer I protects the public from the inherent dangers associated with dam failures by permitting and inspecting new dam construction, inspecting existing impoundment structures, and providing technical engineering direction. The incumbent in this position will use specialized engineering skills to evaluate dam safety and downstream hazards conditions, determine required remedial repairs, review, and approve construction plans, and establish action plans to ensure that loss of life and major property damages are minimized in the event of sudden releases of water caused by dam emergences. The incumbent in this position will also attend meetings and hearings with State, federal, and local agencies; emergency management personnel; dam design consultants; dam owners; and the public to provide dam safety advice and guidance on numerous complex dam safety issues.

Working condition of the position are as follows: Work may involve exposure to uncomfortable or unpleasant surroundings when conducting inspections at certain dam sites that has heavy dust, steep grades and pass through heavy vegetation, noise, or inclement weather. 

Work involves exposure to hazardous conditions which may result in injury. Dam Safety inspections may require heavy lifting, climbing ladders, entering confined spaces, manipulating mechanical systems on dams, etc. Also, dam sites may include active, heavy construction equipment and the need to transverse broken ground, hilly ground surfaces. In addition, may encounter deep, fast flowing streams, insects, arachnids, or poisonous plants. 

Work requires use of protective equipment such as googles, gloves, mask, etc. Dam inspections often require special physical demands of accessing inspections galleries, small storm drain and spillway pipes, and climbing the slopes of earth embankments. Dams contain areas of confined space hazards requiring air monitoring and specialized training. This position is also exposed to other dangerous situations such as drowning hazards, falls from high outlet work structures while conducting inspections of existing structures and dams under constructions. The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive State vehicle.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in engineering or architecture from an accredited college or university. Experience: None.

Notes: 1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education. 

2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

Engineering degree (s) in one of the following disciplines: Civil Engineering Environmental Engineering 

It is also preferred that the selected candidate has the following: Coursework in any of following: environmental engineering, geotechnical engineering, hydrology, structural engineering, geology; Excellent written and communication skills; 

Experience preparing reports or using database systems; Experience using GIS (Graphical Information System).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
