LOCATION OF POSITION

MHBE is adhering to a hybrid work schedule. Work for this position will be completed at a remote location of your choice (3 days) and at our office located at 750. E. Pratt St, 6th Floor, Baltimore, MD 21202 (2 days).

Main Purpose of Job

The role of the Deputy CFO is to assist the CFO with the operation of MHBE’s Finance & Procurement department. The incumbent will provide direction on the overall planning, monitoring, evaluation, and reporting of MHBE’s financial performance. This involves developing and managing financial analysis procedures, as well as identifying and prioritizing recommended actions. The Deputy CFO will prepare and maintain metric-driven financial models used to forecast and evaluate campaign and company profitability and perform additional analyses as requested. Examples of work that will be completed by the Deputy CFO include but are not limited to: Analyzes, reviews and makes recommendations on budget requests and options in terms of policy, programs, and objectives. Manages the day-to-day operations of procurement, budget, and finance including directing six professional staff. Responsible for the accumulation of data to support the development of financial analysis and budgeting, including the preparation of quarterly, monthly and annual financial performance measures. The Deputy CFO will also assist with the administration of MHBE’s federal grants program including regular monitoring and reporting as well as coordinating with functional units and other agencies.

POSITION DUTIES

  • Monitors budget development, budget allocations, expenditures, balances, grants and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
  • Takes a lead role managing the $28M IDIQ contract. This requires complex tracking to monitor and pay scores of technical contract workers. They develop and maintain the HBX computer system used to enroll, manage and verify health coverage for 1.2 million Marylanders. The IDIQ process is not widely used in Maryland State government because of the labor intensity of the process. However, it saves the State millions of dollars compared to traditional firm fixed price contracts.
  • Assistance with the of Reinsurance Program. The reinsurance program has successfully stabilized the individual insurance market in Maryland by reducing average monthly premiums. Maryland's are now among the lowest in the nation (Kaiser Family Foundation study, October 2021). It is the largest reinsurance program in the nation. It requires detailed financial oversight and tracking with the Centers for Medicare and Medicaid and the Maryland Department of Budget and Management to manage payments made to insurance carriers to compensate for costs related to high-risk and utilization of medical care. The Hogan administration currently has a bill in the General Assembly (HB 0413 / SB 0395) to extend the program for five additional years. Due to the program’s impact on reducing premiums and, reciprocally, federal tax credits, estimated savings to the U.S. government is estimated at $360 million for the coming fiscal year. Most of that federal savings will be returned to the state to help fund reinsurance.
  • Assists with the direction of operations of the budget and finance departments to ensure that the implementation of programs and/or processes: a) achieve organizational objectives; b) are in compliance with State of Maryland and agency policies and procedures; and c) are within established budget and grant timeframes.
  • Assists with the direction of operations of the procurement department to ensure that the implementation of programs and/or processes: a) achieve organizational objectives; b) are in compliance with MHBE Procurement Policies and Procedures; and c) are within established budget and procurement timeframes.
  • Oversees federal grants program to include oversight of all requirements, reporting, allocations, drawdowns, preparation of Advance Planning Documents (APD), and coordination with other State agencies. Responsible for both current and strategic analysis and reporting on all fiscal and budgetary matters pertaining to MHBE to MHBE Executives and Board of Trustees. Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, public officials, community members, vendors, etc.). Responds to internal and external financial audits.
  • Performs personnel functions (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget and finance department.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree in any discipline from an accredited college/university

Experience: 4 years of experience in finance and/or accounting
