POSITION DUTIES

  • Interpret and enforce State procurement laws and regulations while providing for the Information Technology (IT) needs of the divisions of the Comptroller of Maryland. Develop and implement departmental policies and procedures as they relate to IT procurement. Advise Division Directors and Unit Managers on appropriate procurement methods and procedures for particular needs.
  • Monitor the development of and review invitations for bid (IFB), requests for proposals (RFP), Task Order RFPs (TORFP), Purchase Order RFPs (PORFP), contract agreements, and contract modifications, and ensure that they are prepared in accordance with the provisions set forth in the Annotated Code of Maryland - State Finance and Procurement Article, COMAR Title 21 – State Procurement Regulations. Responsible for ensuring that departmental contract files are maintained in accordance with COMAR Title 21. Monitor contracts and agreements from point of origination to final execution and after award. Signatory approval authority for all purchase orders. Departmental Liaison to DoIT and BPW regarding any solicitation or contract related questions/issues. Ensures use of ADPICS portion of FMIS to facilitate the procurement process. 
  • Supervise, train and evaluate the Agency Procurement Specialist position in the proper preparation of all IT service contracts and commodity procurements. 
  • Serve as Departmental Liaison to the Board of Public Works for all IT procurements. Research items and represent the Comptroller of Maryland at BPW meetings to provide explanation and background material pertaining to Comptroller items and respond to questions raised by the BPW. 
  • Research and prepare procurement analyses and reports at the request of the supervisor or the Director. Develop computerized spread sheets and management applications to help improve productivity and efficiency.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited college or university.

Experience: Five years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

DESIRED OR PREFERRED QUALIFICATIONS

  • Proficiency in the work-related use of Microsoft Office Professional and Adobe Acrobat Professional.
  • Experience preparing and managing, from inception to award, requests for proposals (TORFPs, PORFPs) and invitations for bids (IFBs)
  • Experience developing contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State procurement procedures, laws and regulations.
  • Experience preparing minutes of pre-bid/pre-proposal conferences, addenda to RFP/IFB and answering written questions from potential bidders and offerors.
  • Experience examining bid proposals to determine issues of responsiveness and responsibility and/or need for additional information.
  • Experience negotiating the most favorable prices, terms and conditions with vendors, and resolving issues with contractors regarding price, delivery and terms.
  • Experience using the State of Maryland's FMIS, particularly the ADPICS portion, for creating, approving and tracking purchase orders.
  • Experience in MD State Government procurement (specifically with IT procurements).
  • Certified Procurement Certifications.

LIMITATIONS ON SELECTION

  • Must be willing to work in Annapolis, Maryland.  
  • Must be able to travel, infrequently, to various areas of the state.
  • Eligible for telework 2-3 days a week.

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
