Main Purpose of Job

This position provides the agency's senior management and supervisory responsibility for the Information Technology Security and Network Support. This position directs and coordinates the MSA IT Security program and manages the maintenance and administration of the MSA local area networks, state-wide intranet connections, and Internet access. This position supports the CIO in the Electronic Archives program for the preservation of electronic records based on standards of data integrity and management adopted by MSA regulation, for mass data storage management and multiple platform network communication as these responsibilities relate to the Electronic Archives, and for agency-wide planning integration, and maintenance of software, hardware, and other IT resources.

POSITION DUTIES

  • Directs and coordinates all aspects of IT Security activity and staff in accordance with applicable laws, rules, regulations, policies, and procedures, including training, education, loss prevention, response, and disaster recovery

  • Directs and coordinates all aspects of Network Services activity and staff in accordance with applicable laws, rules, regulations, policies, and procedures, including training, education, loss prevention, response, and disaster recovery

  • Supplies information for the departmental information technology master plan and budget; supervises the preparation of requests for computer information systems hardware, software and services and evaluates proposals and oversees the execution of contracts

  • Monitors environmental conditions, physical plant status and conditions

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology related field

Experience: 5+ years of IT experience, including 4+ management responsibilities for a technical application and infrastructure team composed of technical staff with responsibilities for network infrastructure, business applications, cloud services, server operations, help desk, data security, budgets, and project planning

DESIRED OR PREFERRED QUALIFICATIONS

Experience with State Maryland budget, procurement procedures, and vendor management

Experience directing and coordinating all aspects of IT Security activity

Have 5+ years of IT experience, including 4+ management responsibilities for a technical application and infrastructure team composed of technical staff with responsibilities for network infrastructure, business applications, cloud services, server operations, help desk, data security, budgets, and project planning
