LOCATION OF POSITION

This position is located in the Office of State Procurement for the MD Department of General Services, at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position will support the Department of General Services’ Office of State Procurement (DGS OSP) Data Analytics and Reporting Program, and will be responsible for performing advanced, high-level work designing, developing, implementing, maintaining, and assisting other OSP offices with data requirements.

Duties for this position include, but are not limited to, the following:
• Gathering, analyzing and reporting procurement and contract data required by statute and regulation, or as requested by DGS Leadership.
• Designing, developing, implementing, maintaining and controlling database management systems for the Department of General Services’ Office of State Procurement (DGS OSP).
 • Support multiple internal customers, and effectively provide requested data, analysis, and solutions.
• Develop customized procurement reports, charts, summaries and briefings for DGS OSP management, staff and stakeholders.
• Work with the DGS OSP senior management to develop a project/contract compliance continuous process improvement plan for DGS OSP for all procurement contracts under its delegation.
• Interact with DGS OSP staff to have good knowledge of the office to validate, to ensure data integrity.
• Arrange anomalies of and identify errors in data, and take measures to resolve them.
• Work with Bureau Directors, Associate Directors and Unit Program Managers to outline the specific data needs for each analysis project. 
• Perform special projects assigned by the CPO, Deputy CPO, Director, Manager, or other DGS OSP senior management. 
• Provide forecasts from project and contract databases supporting decision-making through visualization. 
• Use statistical methods to analyze data and generate useful reports for interpretation.

MINIMUM QUALIFICATIONS

Experience: Four years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems for the required experience.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers for the required experience.

3. Candidates may substitute the possession of experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for graduation from an accredited high school or possession a high school equivalency certificate.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

• Experience working with a CSM and/or ITSM software application.
• Experience using advance formulas and linking data and files.
• Experience with Microsoft Excel.
• FMIS FOCUS experience, or familiar with SQL.
• Effective problem-solving, analytical, and team-working skills.
• Using data to improve performance.

You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.
