This position works within Research as a Database Specialist (DS). Candidate will help develop logical and physical database designs and ensure appropriate modifications to the design models in the development of data warehouse or called DIPPER.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This position works within Research as a Database Specialist (DS).  Candidate will help develop logical and physical database designs and ensures appropriate modifications to the design models in the development of data warehouse or called DIPPER;

Candidate will update current database (Clean Data or CD) including defining user requirements, developing data definitions, data flow diagrams and maintaining the data dictionary as well establishing procedures and data element naming conventions of fields;

The Database Specialist will work with IT to maintain security and integrity of data by working with IT and Director to specify access policies, standards, methods and parameters, by developing standards for applications programs; and by establishing recovery plans to minimize data loss and system downtime and by performing back up routines for the current Clean Data  management system;

Database specialist will utilize tools such as Access, SQL and related skills to perform data reconciliation to ensure data integrity and will extract, scrub and analyze DHCD data for program reporting as well as from a myriad of relevant data for Economic, Housing and Demographic data as needed for analysis and reporting;

Candidate will coordinate the database management system interfaces with other information technology units and evaluate technical information and makes recommendations to Director  regarding procedures, software and hardware for managing databases;

Candidate will be self-starter and be able to establish and understand methodology used for reporting program data quickly from Clean Data to DIPPER and also keep abreast with new programs being added to database and related visualization skills for creating dashboards;

Candidate will assist other team members on projects as needed on deliverables upon request to meet external deadlines to the Governor’s Office as well as internal deadlines for the Secretary’s office or Program Directors. 

MINIMUM QUALIFICATIONS

Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems for the required experience. 

2. Candidates may substitute the possession of experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for graduation from an accredited high school or possession a high school equivalency certificate. 

3. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems for the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.5. DESIRED OR PREFERRED QUALIFICATIONS

  • Advance experience using Microsoft Office, particularly, Access and Excel
  • Knowledge of SQL, Python and data visualization tools (PowerBi, Tableau) 
  • Bachelor’s degree in Information Systems, Computer Science or Database Management 
  • Database certification

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
