Main Purpose of Job

This School Health Services Program Manager position is the lead contact within the Maryland Department of Health (MDH) regarding the Maryland State School Health Services Program as mandated by Annotated Code of Maryland, Education Article Section 7- 401. This position will provide leadership in program development, policy decisions and quality assurance for the Maryland School Health Services Program to promote the health of approximately 900,000 school aged children in nearly 1500 public schools in Maryland. The position will apply expert nursing principles and judgement to the development and implementation of school health services programs including the creation of policies and guidelines, data collection and analysis, provision of training and technical assistance, and consultation to schools, school health personnel, local health departments, and others. As a public health nurse, this position will also apply public health principles to the development of school health programs. This position will be the primary liaison with the Maryland State Department of Education (MSDE) as mandated in Annotated Code of Maryland, Education Article Section 7-401. The position will be responsible for collaborating with MSDE to provide consultation and technical assistance as well as monitoring and evaluation for local school systems and local health departments as they implement the mandated school health services. The position is the lead within MDH for conducting assessments and leading planning efforts related to the promotion of health and well-being of students within Maryland’s public schools. The School Health Services Program Manager will collaborate with other MDH units to facilitate integration of other public health efforts and activities into schools that align with the goals of the school health services program to address the somatic and behavioral health needs of students. This position is also the primary liaison to local, state and national agencies, health care facilities, community health care providers, and health professional boards and organizations concerning school health services program implementation and operation. The position will serve as the expert and liaison to intra- and inter-agency programs and activities regarding school health programs and the role of school health in educational outcomes for students.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including two years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have nursing judgment in a public health capacity, and experience working in a school/school health environment.  A Master of Science in Nursing degree or Master's Degree in Public Health are preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
