Work that matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Also DHCD, through its flagship program, the Maryland Mortgage Program (MMP) assists over 3,000 of Marylanders annually to achieve the homeownership dream. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

The main purpose of this position: This position is created for the Homeowner Assistance Fund (HAF) Program as part of the Single Family Housing programs. The HAF Program is defined by the Treasury guidelines published on April 14, 2021. The HAF was established under section 3206 of the American Rescue Plan Act of 2021.

The incumbent is responsible for reviewing and assessing the decisions on a sample of files approved by the HAF vendor (Tetra Tech Inc.) and HAF DHCD team/s. This is third layer the HAF program is employing to ensure full compliance with all the requirements provided by the Treasury for HAF. That includes also performing the sample data review of applications, reports, invoices, and other written documents in accordance with HAF policies and procedures.

The incumbent will prepare monthly/annual results and performance reports to exemplify and highlight the QC/QA issues and potential issues.The position will review all reporting for the Treasury and ensure it is timely submitted and inline with the Treasury reporting guidance for HAF. 

This is a complex and technical position. It requires understanding of mortgage loan underwriting, computerized financial management systems, loan servicing and real estate finance.

This is a contractual position, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

To create and oversee the Quality Control (QC) and Quality Assurance (QA) process for the Maryland Homeowner Assistance Fund program by: 
-Reviewing the decisions on a sample of files approved by the HAF vendor (Tetra Tech Inc.) and HAF DHCD team/s. 
-Proposing work/solutions toward target goals for application QA/QC working closely with the HAF Operations Manager. 
-Assisting in the formulation of target goals for teams, working closely with the HAF Operations Manager. 
-Answering questions from staff and providing guidance and feedback. 
-Devising ways to optimize procedures and maintain compliance with applicable regulations, working closely with the HAF Operations Manager. 
-Keeping management informed on issues and problems. 
-Preparing monthly/annual results and performance reports.  
-Performing the sample data review of applications, reports, invoices, and other written documents in accordance with HAF requirements. 
-Following up to correct and/or address quality control findings and deviations in a timely manner and consistent with the HAF manual and policies, working closely with the HAF Operations Manager.

Please note: this is a non-competitive position, as it is a short-term contract, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting, Construction Management or a related field from an accredited college or university.   

Experience:  Four, plus years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or four years of experience in Construction Management pertaining to single family or multifamily housing government programs (as applicable).   

Notes:      

1.  A Quality Control Inspector certification, Project Management Certification, Leadership in Energy and Environmental Design (LEED) certification or certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.    

2.  A Master’s degree in Finance, Business Administration, Architecture, Construction Management, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.   

3.  Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, or one year of residential construction discipline or multifamily construction management.     

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting or Loan Officer Classifications, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

  • At least five years knowledge of financial management systems
  • Knowledge and experience with Microsoft Office, specifically Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
