Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

The individual in this position will assist in the management of the Weatherization Assistance Program team and the performance of the non-profit subgrantees that provide energy efficiency services on behalf of the State. The goal of the Weatherization Assistance Program (WAP) is to provide upgrades to the homes of qualified low income Marylanders and to improve comfort in these homes, while also reducing energy consumption and bills. The program is federally funded by the United States Department of Energy (DOE). The Assistant WAP Program Manager will assist in ensuring WAP meets the contractual obligations with DOE. This position will provide management and oversight to ensure all program funds are spent and all units weatherized, while also ensuring quality work is performed within the federal and state rules and regulations. This position will also establish and foster partnerships with other agencies who oversee funds that can be leveraged to maximize the use of the federal dollars awarded to WAP.

This position will work out of the Headquarters Office in Prince George's County located approximately ½ mile from the New Carrollton Metro stop

POSITION DUTIES

The Assistant WAP Program Manager is responsible for working with staff to develop annual performance plans that result in meeting the goals as established for this program, working collaboratively with employees and management. The position determines resource requirements and works to secure the needs within the established budget. The position is responsible for fiscal oversight, coordination and administration of the Weatherization Assistance Program (WAP), providing management for office operations and for all resources used for office programs. The Assistant WAP Program Manager is responsible for implementation of and compliance with state and federal rules, regulations and statutes related to energy programs, as well as policies and procedures. The position assists with analyzing and monitoring the impact of energy efficiency measures put in place with the use of WAP funds. The position also makes recommendations and implements policies and procedures for improvement of office practices. The position is responsible for providing assistance with reporting information including budgetary plans, reports and applications to the Governor's Office, legislators, US Department of Energy, departmental personnel, other state agencies and the general public.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and three years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry  classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of weatherization or energy efficiency programs
  • Experience managing and/or administering grant programs
  • Experience creating technical grant compliance reports, monitoring results, and providing recommendations for findings
