Main Purpose of Job

This position will provide a broad range of personnel support to the Maryland Department of Agriculture's Human Resources staff. This includes assisting in areas of recruitment, classification, personnel transaction processing and in the interpretation of personnel related rules, regulations, policies and procedures to employees. This position is solely responsible for records management, and serves as the agency coordinator for financial disclosure reporting and unemployment insurance communications. This position necessitates the application of specialized personnel knowledge and maintenance of confidentiality regarding highly sensitive personnel information.

POSITION DUTIES

Recruitment/Classification - Receives, reviews and uploads Intent to Fill documents, Reclassification packets, and  Interview Selection packets.  Handles interview scheduling, prepares interview documents and greets and directs candidates to the interview location.  Coordinates review and signature of recruitment and selection documents between HR and the EEO Officer. Completes Minimum Qualification Verification of new hires. Gathers EEO statistics and maintains vacancy and transaction reports.

Employment Services - Assists the HR Director and HR Officers in a variety of functions.  Prepares and processes documents for new employee orientation meetings, routine letters, creates and maintains tracking forms, processes personnel status changes in Workday and maintains documentation, communicates with employees to obtain missing or corrected data, and runs reports in JobAps and Workday.

Program and Activities Coordinator - Serves as Agency ID Badge Coordinator, Agency Unemployment Liaison, Agency Financial Disclosure Liaison, Agency Temporary Employment Liaison, and as coordinator for various employee events such as blood drives, training, etc.  This involves communication and coordinating actions with employees, former employees and external agencies.

Records Management - Establishes, maintains and manages a filing system of all current and closed personnel files and other HR documents for easy access and retrieval of information. Sets up electronic routing of documents in DocuSign. Creates electronic folders and tracking sheets, and uploads files using consistent nomenclature. Updates AgNet (MDA Intranet) with new and revised forms.

General Administrative Support - Serves as primary liaison to the HRO with all outside entities and managers.  Answers phones, replies to HR questions, and routes calls as appropriate.  Monitors and purchases new supplies when needed, and makes other purchases as approved.  Creates invoices and completes the Corporate Purchasing Credit Card Log for signature, schedules meetings for the HR Director.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience, at least one year must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes:

1. Candidates may substitute one additional year of paraprofessional personnel experience as defined above for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

This recruitment is limited to current permanent and contractual employees of the Maryland Department of Agriculture.
