Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and community-based public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. The Bureau of Maternal and Child Health (MCHB) works to improve health outcomes and eliminate disparities for Maryland mothers, infants, children, adolescents, and families.

This position will serve as the Lead Maternal Health Epidemiologist for the MCHB. This position will lead the analysis of complex data sets, including Maternal Mortality Review (MMR), Pregnancy Risk Assessment Monitoring System (PRAMS), Health Services Cost Review Commission (HSCRC), and a COVID-19 during Pregnancy Surveillance REDCap System. This position will also lead data visualization through the usage of statistical analysis software and the ArcMap GIS system. 

This position will serve as the Lead for the COVID-19 during Pregnancy Surveillance Project, in conjunction with the Office of Genetics and People with Special Health Care Needs, as well as with the Centers for Disease Control and Prevention (CDCP). This position will review maternal health data for trends and provide data-informed recommendations for program staff members. Additionally, this position will sit in the Office of Quality Initiatives (OQI) and be responsible for designing and conducting epidemiologic analysis and surveillance, in order to identify determinants of Maternal and Child Health (MCH) outcomes in Maryland. 

Epidemiologic analyses conducted and presented by this position will be used to make data-driven recommendations for the MCHB. Furthermore, this position will be responsible for developing and maintaining MCH data collection systems, as well as for designing and conducting epidemiologic studies; directing evaluation studies; analyzing datasets; providing technical assistance; responding to data requests; and, presenting and publishing analysis results. Finally, this position will assist and guide other professional staff members in the OQI with the undertaking of various research and evaluation studies. 

This position will require analytical skills with the SAS and ArcMap systems, along with strong writing skills and a strong attention to detail. Ideal candidates will also have programming experience and experience with software, such as REDCap, Microsoft Office, Tableau, and SmartSheets.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Three years of experience as an Epidemiologist, after receipt of the Master’s degree.

Notes:

1. Candidates may substitute a Doctoral degree in the field of Public Health from an accredited college or university, with a minimum of six graduate courses in Epidemiology and three graduate courses in Biostatistics, for the required education and experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications, or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience using SAS software and Case Mix Data to conduct analysis. He/she should also have experience identifying and determining Maternal and Child Health Data sources. 

In addition, the desired candidate should have experience leading and/or supervising fellow Epidemiologists. Finally, the desired candidate should have experience using specific statistical tests.
