Main Purpose of Job

The mission of the Maryland Department of Health (MDH)’s Prevention and Health Promotion Administration (PHPA)’s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to improve the health of Marylanders by reducing the transmission of HIV, STIs, and viral hepatitis, as well as to help impacted people live longer and healthier lives. We work in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, in order to provide public health leadership in the prevention, control, monitoring, and treatment of these infectious diseases.

In partnership with other IDPHSB offices and centers, as well as with impacted communities and public and private sector partners, the Center for Viral Hepatitis (CVH) monitors and evaluates adult viral hepatitis prevention and health services. The CVH also provides training, support and technical assistance, in order to develop the capacity of agencies and individuals to successfully collect, interpret and utilize the monitoring and evaluation of data. 

This position will manage all stages in the monitoring and evaluation of Hepatitis C Virus (HCV) prevention, testing and treatment programs, in collaboration with other CVH members. This position will analyze Statewide data, in order to describe trends and evaluate changes in HCV prevention, testing and treatment program outcomes. Based on analyses of evaluation data, this position will then recommend programmatic changes, in order to enhance the effectiveness of HCV prevention, testing and treatment programs across the State of Maryland. 

This position will also analyze Statewide HCV surveillance and other epidemiological data, in order to inform program planning and implementation. Furthermore, this position will partner with HCV surveillance staff members and service providers to enhance HCV surveillance reporting and increase the utilization of HCV surveillance and other epidemiological data. 

This position will report to the Chief for the CVH.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Two years of experience in designing and conducting epidemiological studies and investigations for disease surveillance as an Epidemiologist, after receipt of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications, or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience with data management, visualization and reporting. He/she should also have experience reporting on analyses to internal and external stakeholders through oral presentations and written reports.
