Main Purpose of Job

This full time contractual position will support the activities of the Public Health Service’s Office of Population Health Improvement (OPHI) through the intermediate level of work providing statistical analysis of the Overdose Fatality Review (OFR) database. Analyses will primarily serve to better understand Maryland’s substance use, addiction, and overdose trends, and to inform the development, implementation, and evaluation of State and local initiatives. This position will have flexible responsibilities to support public health surveillance and prevention programs both within OPHI, across Public Health Services, and will facilitate data interchange between State agencies; use software to identify trends; develop surveillance reports that visually display and analyze geographic and other surveillance data; provide scientific advice and technical assistance to stakeholders and outside partners with respect to surveillance and other epidemiologic data and evaluation expertise; and analyze data to help develop and evaluate public health programs and their impact. This position will provide data collation and analysis services in support of the Overdose Fatality Review (OFR) program, including integration of data, behavioral health treatment and recovery service utilization, and Emergency Medical System responses to suspected opioid overdose into reports provided to Local Overdose Fatality Review Teams (LOFRT). The OFR Epidemiologist will also develop and conduct studies to better understand overdose risk and protective factors identified by LOFRTs through case review and test generalizability of LOFRT findings and recommendations.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have knowledge of communicable, chronic or environmental diseases, their causes, and testing measures used to investigate these diseases; experience applying statistical analysis methods, epidemiological research methods, data collection procedures, epidemiological study procedures, and study design in monitoring public health; experience applying statistical analysis methods; knowledge of viral diseases and the testing measures used to investigate these diseases; experience preparing reports containing findings, conclusions and recommendations; experience establishing and maintaining records and files; and cooperative working relationships with co-workers, physicians and other health care staff.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
