Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Fishing and Boating Services Unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

POSITION DUTIES

This position performs critical administrative duties for the Freshwater Fisheries and Hatcheries Division (Division) within the Fishing and Boating Services Unit. The incumbent provides operational and administrative direction to all staff within the Division. This position insures that staff within the Freshwater Fisheries Program have the equipment, supplies, and other resources needed to effectively manage important sport fish populations in Maryland’s freshwater aquatic habitats. The incumbent also provides administrative support to the Hatchery Programs in their mission to produce cold, cool, and warm water fish species needed for fisheries restoration and fishing recreation for Maryland’s residents and visitors. Specific responsibilities of this position include, but are not limited to: critical and general procurement (e.g., materials, supplies, services, equipment and equipment rentals); collecting bids, prepare and submit purchase orders; negotiate and prepare service contracts; ensure complete and timely submissions of necessary documents/reports (e.g., time cards, monthly vehicle reports, credit cards logs, inventory records); and tracking expenditures and providing information to Freshwater Fisheries and Hatchery managers for monitoring and budget planning. This position works closely with and receives direction from the Fiscal and Management Services Division within the Fishing and Boating Services Unit. Overall, the activities of this position are vital to the operation of the Freshwater Fisheries and Hatcheries Division meeting the mission of the Department of Natural Resources to preserve, protect, restore, and enhance the natural resources of Maryland while striving to insure a sustainable future for these resources.

MINIMUM QUALIFICATIONS

Experience: Six years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from a college or university and two years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Two or more years of experience in procuring commodities and or services
  • Proficient in using spreadsheet for tracking contracts, expenditures, etc.
  • Familiarity with fishing activities and Maryland’s fisheries

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
