Introduction

The Maryland Office of Administrative Hearings (OAH) in Hunt Valley, MD is seeking applicants for a full-time Chief Clerk position within our Operations Department. This position is responsible for operations of multiple units within the Clerk’s Office supported by approximately 25 employees. The Clerk’s Office processes and schedules hearings for over 500 different case types for over 50 Administrative Law Judges. This is a full-time position with full State benefits with ability to work a hybrid schedule. We encourage all interested parties to apply.

Main Purpose of Job

The main purpose of this position is to lead, plan, and direct all aspects of the Clerk's Office to ensure the prompt and efficient processing and scheduling of requests for hearings filed with the Office of Administrative Hearings. Works in coordination with and the supervision of the Director and Deputy Director of Operations to establish and implement efficient and proper procedures and policies for handling hearing requests for a wide variety of State agencies, properly schedule Administrative Law Judges to cases and provide accurate statistical data to OAH staff and other State agencies.

POSITION DUTIES

Duties may include:

  • Directing all aspects of Clerk’s Office operations including the scheduling of hearings, case and file management, and personnel management.  

  • Running reports, generating statistical data, and creating reporting templates using SQL Reporting Services.

MINIMUM QUALIFICATIONS

Experience: Ten years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six years of experience in administrative staff or professional work for the required experience. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Three years of experience working within a court or other legal case operation that includes the processing and scheduling of hearing requests.

DESIRED OR PREFERRED QUALIFICATIONS

Three years of experience utilizing a case management system to create stataistical reports, forms and/or notices.

Experience planning, organizing, directing and evaluating the work of others. 

Experience with reporting writing programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
