Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and community-based public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. The Bureau of Maternal and Child Health (MCHB) works to improve health outcomes and eliminate disparities for Maryland mothers, infants, children, adolescents, and families.


This position will lead the day-to-day operations and provide programmatic coordination of multiple programs, including the MCHB's Surveillance Quality Initiatives (SQI); Statewide Child Fatality Review (CFR) Program; the Fetal, Infant and Mortality Review (FIMR) Program; Quality Improvement Initiatives (QII); and, the Child Abuse Medical Provider Program (CHAMP). This position will develop and implement the State of Maryland's strategy for Infant Safe Sleep.


This position will also serve as the MCHB's Coordinator of Child Abuse Prevention Efforts. Additionally, along with the CDC, this position will oversee a federal grant for Sudden Unexplained Infant Deaths (SUID).

POSITION DUTIES

This position will be responsible for:

  • Managing the administration and oversight of selected grants, contracts and interagency agreements for infant health programs. 
  • Overseeing grantee deliverables and providing technical assistance to grantees. 
  • Drafting federal grant applications and reporting to federal funders, in collaboration with the Office of Quality Initiatives Director. 
  • Reviewing quarterly and annual programmatic and financial grantee reports. 
  • Attending committees, task forces and workgroups related to infant mortality. 
  • Supporting MCHB’s Legislative Session, particularly for infant mortality-related bills. 
  • Developing and implementing the State of Maryland’s Infant Safe Sleep strategy. 
  • Providing program coordination of new and/or existing initiatives, as assigned.
  • MINIMUM QUALIFICATIONS

    Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

    Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and three years of which must have been at the managerial or supervisory level.

    Notes: 

    1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

    2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

    3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

    DESIRED OR PREFERRED QUALIFICATIONS

    The desired candidate should have experience managing projects, including developing budgets and work plans. He/she should also have experience overseeing grants, including experience with federal grants. Finally, the desired candidate should have professional experience in the Maternal and Child Health field.
