Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB)'s mission is to protect, promote and improve the health and well-being of all women, newborns, children, and adolescents in Maryland. MCHB programs and activities strive to strengthen and support the maternal and child health infrastructure, as well as ensure the availability and accessibility of preventive and primary care services for women, children, and adolescents.

This position will provide high-level administrative support for MCHB's Early Hearing Detection and Intervention Program (EHDI), as well as for the Title V Maternal and Child Health Block Grant. This position will administer grants, lead procurement efforts, and serve as the Contract Monitor for all vendors. This position will also manage grant reporting, applications, and the dispensation of funds.

Additionally, this position will work with the EHDI and Title V teams to develop grantee applications and standard grant agreements. This position will also work with both teams to review both application submissions and proposed budgets. Furthermore, this position will monitor sponsoring agency expenditures and process invoices over the course of the grant.

Finally, this position will develop, implement and improve systems for project and budget management, along with other relevant processes. This position will have a high attention to detail, in addition to a deep understanding of operations and administration of programs; strong project management skills; and, an interest in maternal and child health.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.  

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the field of Public Health, as well as experience managing and developing projects and budgets. He/she should also have experience developing grantee applications and reviewing application submissions. Finally, the desired candidate should have experience developing standard grant agreements.
