Main Purpose of Job

Under the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Cancer Prevention and Control (CCPC), this position will be responsible for providing oversight, training, technical assistance, and resources to sub-awardees of the Maryland Colorectal Cancer Control Program (CRCCP), the Breast and Cervical Cancer Program (BCCP), and the Cigarette Restitution Fund-Cancer Prevention, Education, Screening, and Treatment (CRF-CPEST) Program. Specifically, this position will serve as a Contract Monitor for health systems by implementing evidence-based interventions (e.g. provider reminders; provider assessment and feedback; patient reminders; reducing structural barriers) and supporting activities (e.g., patient navigation, small media). Such implementations will take place to increase clinic-level cancer screening rates.

In addition, this position will assist health systems with completing readiness assessments, as well as with assessing and improving workflow and processes; developing implementation plans; and, conducting 'Plan-Do-Study-Act' cycles. This position will also provide assistance with assessing and improving the quality of data, along with planning for sustainability. Furthermore, this position will serve as a primary point of contact for multiple assigned local direct screening programs, all of which provide cancer screening, diagnosis, and patient navigation services to low-income, uninsured, and underinsured Maryland residents.

This position will work closely with the Cancer Screening Programs Unit Manager, as well as with the Direct Services Lead and with other Cancer Screening Programs Unit staff members.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.  

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience with evaluation, data collection, data management, analysis, and/or data reporting. The desired candidate should also have experience managing contracts, grants, and/or budgets. Additionally, the desired candidate should have knowledge of quality improvement methods, tools, and best practices.
