The Division of Labor and Industry is accepting applications from qualified applicants to fill current open positions. Applicants in pool will remain active for one year and be considered as opening occurs.

Main Purpose of Job

The main purpose of the position is to ensure compliance with Maryland and Federal regulations regarding the industrialized (modular) buildings, together with additional code enforcement responsibilities of the State. This position serves in the full performance level of building construction inspection duties on industrialized buildings and manufactured homes.

This position travels within and out of state to conduct inspections of manufacturing plants of industrialized buildings in order to determine compliance with State regulations. This position also prepares inspection reports of findings on the integrity, safety and energy efficiency aspects of construction of industrialized buildings. After forwarding the reports to manufacturers and the state Approved Testing Facilities (ATF) for response, this position shall periodically follow up with these external entities for correction of noncompliance. This position shall review all received correspondences and responses to determine compliance with Maryland regulations.

After each travel, this position shall assist in preparation of invoices to be sent to manufacturers for reimbursement of expenses related to inspection travel.

POSITION DUTIES

Travel within and out of State to conduct inspections of manufacturing plants of industrialized buildings to determine compliance with State and Federal regulations. Prepare reports of findings on the integrity, safety and energy efficiency aspects of  construction  of industrialized buildings and, after supervisor's approval, forward the reports to manufacturers and the Approved Testing Facilities for correction of noncompliance.  Follow the assigned inspection schedule prepared by the supervisor.  Complete a minimum number of plant inspections per year, set by the Director of Codes Administration. 

Review and comment on Quality Control Manuals and /or Procedural Manuals submitted by Approved Testing Facilities on behalf of manufacturers.  Forward written comments to the supervisor for approval and further processing. 

Review and comment on received responses regarding inspection reports.  Follow up with Approved Testing Facilities and manufacturers for any outstanding not -responded inspection reports.  Close all inspection cases within a time period set by the supervisor. 

After each inspection trip, prepare an expense report and generate an invoice to be sent to a manufacturer for reimbursement of expenses related to the inspection trip. Follow- up with manufacturers regarding any outstanding payments related to these invoices. 

Attend seminars and workshops for continued code-related training requirements. 

Provide assistance, as requested by the Director of Codes of Administration, in fulfilling responsibilities of Codes Administration, including review of monthly reports submitted by ATF's and manufacturers, review of location reports and processing consumer complaints of modular and /or manufactured homers.

Other duties as assigned.  

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of building construction experience, three years of which must have been at the level of supervisor or building codes inspector on building construction projects.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Civil Engineer Corps classifications or Technical Engineer or Civil Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Professional carpenter, licensed electrician or licensed plumber.  International Code Council (ICC) certified Plan Examiner or Inspector. A bachelor's degree in architecture, engineering or construction preferred. Ability to speak and write fluent Spanish preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

1. Employees in this classification are subject to call-in on a 24 hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached. 

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.


The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
