Main Purpose of Job

The SSA Supervisor is responsible for the monitoring and evaluation of resources for child welfare and adult services programs. This position requires the ability to identify and propose solutions of agency problems and requires the ability to have a thorough knowledge of federal and state funding streams, Child Welfare and Adult Services state and federal regulations to ensure that federal and state funds are available to the department for the delivery of services. 

This position is essential to the Social Services Administration’s mission to maximize resources for children, families and adults by providing leadership in fiscal matters, state and federal policies, and regulations in order to empower the Central Office and Local Departments of Social Services to deliver the most effective and efficient services to our customers. The SSA Supervisor is expected to plan, analyze results, and formulate recommendations to increase the operating efficiency of the child welfare and adult services programs. It is expected that the incumbent will have in-depth knowledge of state and federal child welfare and adult services laws, regulations, and policies. The incumbent will provide high level direction in the following areas: 1) Review and assist in the development of standards, policies, and procedures; 2) Respond to state, central and local concerns related to funding and statistical data for child welfare and adult services; 3) Monitor central and local department expenditures for related effectiveness and compliance with federal laws and regulations, and any related state laws and regulations; 4) Assist with the legislative and regulatory process as it pertains to child and adult services and 5) Handle miscellaneous administrative tasks and projects.

MINIMUM QUALIFICATIONS

Experience Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1.  Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.

2.  Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.

3.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal applicant would possess:

Two years of experience with budget and finance systems such as FMIS and ADPICS.

One year of experience using Microsoft Excel.

One year of experience performing a wide array of administrative tasks (that consist of researching data bases, records and other sources of information to ensure accuracy and resolving discrepancies) for a government agency.
