Main Purpose of Job
POSITION DUTIES
This Project Manager
position will administer Maryland’s Senior Assisted Living Subsidy and
Congregate Housing Senior Services Programs. Job duties included, but are not
limited to, the following:
·
Oversee state grants to local governments and nonprofit
organizations to provide subsidies for low and moderate income older adults for
assisted living and congregate housing facilities.
·
Support grantees as a housing expansion coordinator to increase
rural provider participation; solicit and evaluate new provider candidates; and
create strategic plans.
·
Ensure compliance with federal and state statutory, regulatory
and policy requirements.
·
Drafts policy, maintains a policy manual, serves as an advisor
to agency leadership on program performance, innovation, and legislative
solutions to improve operations.
·
Develops applications for project funding, approves disbursement
of requests for funds, tracks spending, and provides oversight of grants and
contracts.
·
Other duties as assigned include managing new innovative
programs, representing the Department in meetings, workgroups, committees, and
other activities relevant to older adult housing.
·
Perform duties assigned by the Secretary, Deputy Secretary, and
supervisor.
MINIMUM QUALIFICATIONS
Experience: Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.
2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS

Knowledge and/or
experience of Maryland’s aging population, aging policies, and public and
private programs and services is preferred.
·
Two years of
experience managing programs including developing policies and procedures,
creating and implementing reporting tools, and ensuring sound financial
management.
·
Experience using
Microsoft Office Suite and Google mail.
·
Possess strong
marketing, monitoring, evaluation, presentation, training, and partnership
development experience.
