Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrative Officer I. This position coordinates Labor employee health and retirement benefits and advises employees on the same, administers FMLA, and act as the liaison with the State Retirement Agency.

POSITION DUTIES

This position coordinates Labor employee health and retirement benefits and advises employees on the same, administers FMLA, and act as the liaison with the State Retirement Agency. This position also supervises the Personnel Associate responsible for benefits administration and other HR programs (Telework, COVID benefits, etc.)

Duties of this position include, but are not limited to
:
  • Coordinate all activities as the liaison between Labor and the Maryland State Retirement Agency by interpreting laws, policies, rules and regulations used in the administration of employee retirement plans. Attends training classes, seminars, and used printed resources related to same. 
  • Reviews, approves or denies FMLA in accordance with State and Federal laws, policies, and procedures, and ESPL and Extended FMLA forms (if and when applicable).
  • Acts as point of contact for on-the-job injuries, reports injuries to IWIF, and works closely with IWIF regarding the status of injured employees, sending medical records received from employees to IWIF.

MINIMUM QUALIFICATIONS

Experience:   Five years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience designating FMLA 

Experience with Workday (payroll, timekeeping, benefits administration)

Experience with MD state employee health and retirement benefits within the State Personnel Management System (SPMS)

Supervisory experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
