LOCATION OF POSITION

This position is with the MD Capitol Police of the Department of General Services (DGS-MCP), located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position is responsible for the oversight and management of the Body Worn Camera Program (BWC) and Camera Surveillance System (CSS) controlled by the Maryland Capitol Police in State-owned facilities. Duties for this position include but are not limited to the following:
• Assign and maintain inventory of body worn camera equipment for MCP. • Assists end-users with troubleshooting basic technical equipment issues. 
• Research and design departmental training programs and conduct training programs by serving as instructor or facilitator. 
• Responsible for policy and procedure review and evaluation, and assists in development, implementation and updating of policies and procedures. 
• Responsible for routine functionality audits ensuring video evidence is properly uploaded and policies and procedures related to the BWC program are being followed. 
• Responsible for maintaining and deploying body worn camera equipment, to include cameras, docking stations, cables, etc., and ensuring adequate supplies are on hand. 
• Review and redact videos and ensure release is in accordance with federal, state, and local statutes, and established policies and procedures. 
• Liaison with body worn camera provider and advise department on equipment upgrades and any concerns or issues related to the BWC equipment. 
• Provide on-call support and on-site visits as required. 
• In coordination with the Department’s PIA Manager, responds to Maryland Public Information Act (MPIA) requests for Security Camera and BWC records. The work of the position includes assessing responsive records and corresponding estimation of fees, and corresponding with requestors. 
• Establishes appropriate procedures and processes to manage digital data in an orderly and compliant fashion. 
• Consistently adheres to chain of custody standards set by law and the Maryland Capitol Police. 
• In accordance with law and internal policy, edits footage from various recording devices to redact protected information prior to public release. 
• Ensures proper records retention of digital materials. Adheres to policy related to access of footage for investigations, reports, and audits. 
• May testify in criminal or civil court or other public hearings to verify the integrity of evidentiary data collected or protocols followed for collection and redaction in order to authenticate such media. 
• Maintains knowledge of legislative changes in relation to release of records and the related government codes. 
• May supervise or oversee the work of other administrative or technical staff assigned to work with these programs. 
• Other duties as assigned.

MINIMUM QUALIFICATIONS

ExperienceNine years of experience in administrative staff or professional work.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must possess the following selective qualification(s) to be considered. Include clear and specific information on your application regarding all qualifications.
  • Two years of experience in law enforcement administration (i.e. HR functions, training functions, PIA functions, etc.)or managing a law enforcement program.
  • One year of experience using network-based technology.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.
• Knowledge/experience of with the Maryland Public Information Act (MPIA) and/or Freedom of Information Act (FOIA).
• Knowledge of other federal, state and local laws which may impact the public’s access to law enforcement records, such as Family Educational Rights and Privacy Act (FERPA) and various Annotated Code of Maryland Articles/COMAR.
• Experience handling law enforcement BWC records.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.  
Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
