Main Purpose of Job

The main purpose of this position is to assist the Deputy Director, Audit Compliance and Audit Manager of the Audit Review Follow up Division. Duties include developing and maintaining audit programs, conducting and performing audits of policies, procedures and financial transactions of MDH Internal Units; conducting and performing special reviews, risk assessments and internal reviews, supervise external audits and investigations as required; may assist in the review of legislative and federal audit reports and responses, and development of audit plans for corrective action follow up; review external audits performed by outside agencies e.g. State Single Auditors, OIG and follow up as necessary; may work in conjunction with the IAC Audit Liaison unit in the coordination of outside agencies audit requirements e.g. exit conference, plan, supervise, coordinate and evaluate the work of Internal Auditors.

Employees will be required to disclose secondary employment: all other employment and compensation outside the Department. An individual may not be employed or receive compensation outside the Department that would create a conflict of interest, an appearance of a conflict of interest, or impair the impartiality and independence of judgment of the individual.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience with auditing and previous supervisory experience.

LIMITATIONS ON SELECTION

This recruitment is limited to current employees of the MDH Office of Internal Controls and Audit Compliance

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
