Main Purpose of Job

This position will oversee multiple units within the Maryland Department of Health's (MDH) Division of Vital Records (DVR). The DVR is the agency responsible for the collection, registration and issuance of vital records to multiple business partners, as well as to the public at large, for the State of Maryland.

This position will be responsible for managing more than fifty (50) staff members, as well as for managing financial and staff resources. This position will also draft fiscal notes, responses to legislative audits, and the Governor's correspondence. Additionally, this position will be expected to routinely direct the interpretation and confirmation of the COMAR application. 

As Chief Office Manager, this position will direct the daily operations of the DVR, while assisting the State Registrar with planning, organizing, managing, and controlling operations. This position will also be responsible for the implementation of multiple projects which necessitate close partnerships with health information technology providers and/or programs, along with medical facilities; Maryland funeral homes; the Board of Morticians; Chief Medical Examiners; local health departments; the NCHS; the CDC; and, State and/or local government agencies. 

Furthermore, this position will propose policies and procedures in order to maximize data management and vital records across multiple office program areas, including the Vital Statistics Administration (VSA). Finally, this position will provide overall, as well as direct, supervision to the Death Field Representatives Unit, in addition to the Business Office; Vault; Front Counter/Lobby; Mailroom; and, Correspondence Unit. 

This position will be responsible for the overall operations of the DVR, in the absence of the State Registrar.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university, at the rate of 30 credit hours on a year-for-year basis, for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or, overseeing or coordinating unit operations; or, functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have supervisory experience, including experience managing multiple units within an agency or organization. He/she should also have experience coordinating and/or overseeing audits, along with experience processing birth, death, marriage, and/or death verification records.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
