Main Purpose of Job

This position is primarily responsible for providing oversight support for programmatic activities related to the implementation, support, training, and oversight of Maryland’s version of a Comprehensive Child Welfare Information System (CCWIS), supporting applications and the Client Information System (CIS)’s social services components. The work of this class requires the application of accepted management techniques and methods to the identification and solution of agency and provider problems. The employee is expected to receive information, plan, and conduct studies, analyze results, and formulate recommendations to support the users of the Maryland Children, Juvenile and Adult Management System (MD-CJAMS) and those that depend on the data being accurate. The CJAMS System Development Administrator must be able to present facts, ideas and concepts that can be easily understood for users of the MD-CJAMS system and convey the importance of requirements development to assist stakeholders in organizing and documenting their system needs.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Experience:   Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

Three months of experience in system development – planning, preparing, compiling and management of work product, working with end users to identify system needs, documenting in user-story form, and ensuring that system requirements comply with State and federal regulations.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Three years of experience working with a Child Welfare Information System (such as CJAMS, MD CHESSIE).

 

One year of experience using program management and business analytic software applications or platforms such as: Smartsheet and Qlik.

 

One year of experience facilitating meetings and presenting to management teams. 

 

One year of experience applying rules and regulations in child welfare or human services. 

 

Demonstrated ability to manage multiple tasks, priorities, and deadlines.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

· Annual Leave - ten (10) days of accumulated annual leave per year.
