Main Purpose of Job

This is a managerial level of professional work in the agency in the procurement of equipment, services, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods. The incumbent in this classification provides expert Agency procurement technical interpretation, instruction, guidance, and assistance in accordance with State Laws and Regulations. The incumbent in this classification supervises lower level Procurement Officers.

MINIMUM QUALIFICATIONS

Experience:   Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience performing procurement activities to include, but not be limited to, Minority Business Enterprise (MBE)/ Qualified Small Business (QSB) participation and soliciting, evaluating, negotiating, awarding, and monitoring contracts.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of supervisory experience. 

One year of experience with State of Maryland procurement laws, procedures, and regulations.

One year of experience using the System Analysis Program (SAP), experience using the Finance Management Information System (FMIS) and/or the Electronic Market Maryland Advantage (eMMA).

One year of experience using MS Excel to create spreadsheets using formulas.

LIMITATIONS ON SELECTION

Limited to applicants willing to accept employment in Prince George's County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.

· Personal Leave - new State employees are awarded six (6) personnel days annually   (prorated  based on start date).

· Annual Leave - ten (10) days of accumulated annual leave per year.

· Sick Leave - fifteen (15) days of accumulated sick leave per year.  

· Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a   child.

· Holidays - State employees also celebrate at least twelve (12) holidays per year.  

· Pension - State employees earn credit towards a retirement pension.
