POSITION DUTIES

Have a background in Accounts Payable and Disbursement management? Love the nuts and bolts of invoice processing and payment disbursement coordination for a large organization? The Comptroller’s General Accounting Division, located in beautiful Annapolis, is looking to fill the GAD Operations Reporting Administrator role in our AP & Administration team. This position is responsible for the Operations Reporting, Compliance Audit Administration, Process Engineering & System Implementation, and MEMA functions for the AP & Administration Department. Reporting directly to the Program Administrator of AP & Administration, this role oversees statewide programs and processes within the GAD.

This position is responsible for all AP & Administration Department Operations Reporting including monthly departmental metrics, reports, and analysis. This functionality also includes the coordination and execution of statewide communication and reporting with agencies relating to GAD AP & Administration audits and results. Responsibilities also include the administration of the Compliance Audit Program within GAD AP Payment Processing, Process Administration & System Implementation Support, and MEMA liaison.

MINIMUM QUALIFICATIONS

Experience:   Eight years of experience in administrative staff or professional work.

NOTES:

  1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.
  2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

* For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge & understanding of accounting principles with focus on AP & Disbursements is critical
  • Experience with FMIS or complex ERP strongly preferred
  • Experience in coordination of enterprise-wide payables and disbursement functions is preferred
  • Ability to work well under pressure & effectively balance and organize multiple demands in a fast-paced environment
  • Possess effective interpersonal and communication skills, with ability to clearly & concisely express ideas verbal & written                                                                                         
  • Proficiency in Microsoft Excel

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. 
  2. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
