Main Purpose of Job

The Office of Home Energy Programs may be appropriated between $70-$200 million in funds from various sources each year. This position provides program support for the technical development of OHEP benefits, database training, and data manual development on system functionality for local agencies. The incumbent will provide programmatic and technical assistance with the maintenance and development of the OHEP data system. They will analyze program performance and make recommendations to the assistant director and director for appropriateness of benefit calculations and funding sources. This position interacts with other agencies and the utilities to evaluate energy trends and reviews and assists with the development of program policies and procedures. This position also assists with customer inquiries and issues, legislative reviews, and the monitoring of local agency compliance to state procedures and policies. 

POSITION DUTIES

Supervises and conducts an overall ongoing statewide assessment of relevant data to create the assumptions for the Electric Universal Service Program (EUSP) and the Maryland Energy Assistance Program (MEAP) program benefits. Required to collect statistical information for utilities rates, implement consumption surveys and analyze system data and industry trends to make projections for the annual program benefit tables. Manages the ongoing oversight of the OHEP data system which includes administrative management, troubleshooting, and developing future enhancements. 

Develops and implements database procedures for local agencies. Manages procedural manuals and communicates efficiencies that can be implemented to improve system speed and user friendly enhancements. Directs the development of a database user’s manual and implements user training. Is a knowledge base for local agencies and provides problem solving resolution for customer processing issues. 

Research energy issues and acts as a resource for developing trends and projections for energy assistance legislative reviews, industry direction and program policy changes. 

Designs and performs structured testing for the OHEP automated system. Provides recommendations for enhancements and input for new programming concepts. 

Interacts with federal and state officials regarding low-income household criteria. Monitors and documents Federal guidelines and statutes that affect the low-income community. Captures statistics and develops annual eligible income standards that are provided under federal guidelines. 

Assists in general customer services and program delivery issues. Is a team player and works to promote team solutions for excellent customer service.

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.

ExperienceFive years of administrative staff or professional work.  

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience working in Maryland Energy Assistance Programs.

One year of experience using computer software such as Excel and Word.

One year of experience using the OHEP Data Management System.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.

· Personal Leave - new State employees are awarded six (6) personnel days annually prorated   based on start date).

· Annual Leave - ten (10) days of accumulated annual leave per year.

· Sick Leave - fifteen (15) days of accumulated sick leave per year.  

· Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a   child.

· Holidays - State employees also celebrate at least twelve (12) holidays per year.  

· Pension - State employees earn credit towards a retirement pension.
