POSITION DUTIES

This position serves as the Senior Correctional Program Specialist to assist the Executive Director and Assistant Executive Director in matters of operations, administration and management of the agency. This position participates in audits and may act as audit team leader to determine levels of compliance with minimum mandatory regulations for adult correctional facilities and private home detention monitoring agencies in the State of Maryland.

Travel is required to audit state and local facilities and private home detention monitoring agencies in the state of Maryland. Maintaining training certification as a trainer for the MCCS Duly Authorized Inspector Training to certify correctional staff as auditors for standard audits. 

Audits and investigates private home detention businesses to determine eligibility for licensing and compliance with state laws and regulations by conducting on site visits, background reviews and review of criminal history record checks.

Audits adult correctional facilities and conducts monitoring visits to determine levels of compliance with standards addressing life, health, safety and constitutional issues by traveling to correctional institutions throughout the State and reviewing facility operations and documentation.

Prepares initial audit reports and follow up monitoring visit reports.  Reviews and corresponds with Private Home Monitoring Agencies to determine accuracy of initial licensing and license renewals. 

MINIMUM QUALIFICATIONS

Experience  Eight years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience managing a group of auditors, assessing and/or interpreting standards and effectively communicating the audit process to auditors and facility staff and management.
2. A Bachelor’s degree from an accredited college or university in the criminal justice, political science, public administration, social or behavioral science or a related field. 
3. Experience monitoring a program and its requirements within an agency, such as, private home detention monitoring agencies in the state of Maryland and compliance requirements.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
