Main Purpose of Job

The main purpose of this position is to conduct complete and thorough background investigations to ensure State and federal firearm purchase, licensure, and/or wear and carry eligibility of applicants submitting a Maryland State Police Application and Affidavit to Purchase a Regulated Firearm (Form 77R), an application for a Handgun Qualification License (HQL) and/or an application to Wear and Carry a Firearm (Handgun Permit) to the Maryland State Police Licensing Division within the statutorily mandated time period.

POSITION DUTIES

Conduct full and secondary background investigations of 77R Maryland State Police Application and Affidavit to Purchase a Regulated Firearm, and/or Handgun Permit applications within the Licensing Portal, and/or HQL Handgun Qualification License applications within the My License Office by querying, interpreting, and comparing and applying criminal and other records obtained from, but not limited to State and Federal databases.

Answer phone calls, emails, and other correspondence concerning firearm services, regulatory issues, general firearm questions and other questions related to the Maryland State Police Division.

Perform other job-related duties, as tasked by Firearms Services Supervisors or by the Licensing Division Command.

MINIMUM QUALIFICATIONS

Experience:   Eight years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Three (3) years experience working as a full-time law enforcement officer (certified police officer) or experience in a law enforcement function such as a police dispatcher, civilian background investigator, etc...

2. Experience working at the Federal, State, County, and Local level of government.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for a position in this classification will be subject to an initial drug screening, and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for 0ne (1) year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application.  Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.

BENEFITS

 Contractual employees who work for an agency covered under the State Employees and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
