Main Purpose of Job

The focus of this work includes evaluating, analyzing, researching and developing health care services, policies, systems and programs for the Behavioral Health Administration. This position serves as technical data and evaluation lead to the BHA Office of Applied Research and Evaluation (ARE) and provides data-focused, health policy guidance to the BHA Deputy Secretary, Executive Leadership and Program Teams. Specifically, the work involves the development of analytic models to forecast priority behavioral health indicators, such as overdose hospital events and fatalities; directing focused data studies for the Deputy Secretary and Executive team to inform heath policy and program development; assisting Program Directors in grant development and writing; design and development of presentations, policy briefs, and infographics on policy relevant behavioral health topics; presentation and interpretation of analytic study results to BHA Leadership and local behavioral health partners; conducting data/policy analysis and assisting in the preparation of legislative reports and testimony; development and preparation of presentations for the Deputy Secretary and Program Directors; reviews and provides technical guidance to the ARE Director, BHA Deputy Secretary and Program Directors on the use and interpretation of data used in public presentations, policy/program documents, press releases and other communications; and collaborates with University partners, other MDH offices, and other state agencies regarding data and research activities of the office.

The Senior Research and Analytics Manager serves in a leadership role in the ARE Office and reports to the ARE Director. The position serves as technical lead for all data analytic, research, and evaluation focused projects for the Office. In addition to the work outlined above, the position is responsible for providing overall project direction and supervision to subordinate data analytic and research specialist positions in the ARE Office and coordination of Office data analysis and evaluation activities with other BHA and MDH data partners. These responsibilities include the design and project management of data analytic studies; program and service-related evaluations; leading research on emerging trends and issues in behavioral health; the design and development of data focused reports; data/policy briefs and presentations; and the provision of technical assistance to BHA leadership and stakeholders, on the analysis, interpretation and use of data and research results. As a key management position in the ARE Office, the Senior Research and Analytics Manager, also assists the Director, in overseeing day to day management and reporting responsibilities, office strategic planning and operations, staff recruitment, onboarding and supervision, and represents the office and Director at key meetings.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess knowledge or and/or experience with the analysis and use of data to evaluate healthcare programs and services; program and services evaluation and research methods and their application; and, written and interpersonal communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
